Annual Homeless Assessment Report

AHAR is an annual HUD report to the U.S. Congress that provides nationwide estimates of homelessness, including information about the demographic characteristics of homeless persons, service use patterns, and the capacity to house homeless persons.

System Performance Measures

The U.S Department of Housing and Urban Development (HUD) implemented System Performance Measures as a window into local homeless systems.

Point in Time (PIT) Count

The Point in Time (PIT) count is a high-level snapshot of homelessness on a single night within the last 10 days of January. The U.S Department of Housing and Urban Development requires all Continuums of Care (CoC) to locally plan, coordinate, and carry out this count each year.

White Flag Initiative

When temperatures dip below freezing in our community, Emergency Shelters across the region go above and beyond their capacity to bring people inside to stay safe and warm in hazardous winter conditions. This initiative is called White Flag. White Flag season starts on November 1 and ends and March 31st. Each month, agencies report how many clients they served above capacity on each White Flag night. The infographic below helps to tell that story.
